  • The Supervisory Financial Analyst (SFA) leads six financial analysts and reports directly to the Controller.
  • As the financial analysis team lead, the SFA guides the team in crafting and implementing strategies to deliver OFM’s critical functions of financial management (FM) assessments, evaluations, and reviews; FM advisory services to the Mission; implementing partners and AOR/COR capacity building and strengthening. 

Lead Risk Mitigation Strategy: 40%

  • Develop, lead, maintain, and execute a mission risk management strategy that assesses recipients’ administrative and institutional capacity to effectively execute USAID projects. The strategy includes, but is not limited to, pre-award assessments, financial management reviews, implementer risk assessments, recommendation closeouts, end use verification, and site visits.
  • Develop and lead along with the FAs several training modules for current and potential local implementing partners and sub-implementing partners, and USAID staff in Nigeria.
  • Guide the six FAs in developing and implementing the Mission’s financial management capacity building efforts to improve aid effectiveness and sustainability.
  • Lead the Mission’s annual FMFIA and ERM processes on a continuous basis to ensure effective internal controls are in place.

Technical Team Support: 20%

  • Assure compliance with financial reporting requirements spelled out in any bilateral agreements.
  • Ensure financing and reporting procedures in grant projects and contract agreements are consistent with USAID’s financial and program reporting requirements and within the requirements of U.S. government and Government of Nigeria laws and regulations.
  • Analyze and make recommendations on the general financial feasibility of projects during the design phase, adequacy of project dollar and local currency budgets, alternative sources of financing, total cost over life of project and project financial reporting.
  • Ensure quality of team deliverables to USAID headquarters, implementing partners, and other Mission offices.

Supervisory and Human Resources Management: 20%

  • Responsible for the long term, strategic planning of the six-person financial analysis team, including hiring, performance management, mentoring, and annual staff evaluations.
  • Provide supervision and guidance to six subordinates to ensure that they fully understand and implement the agency’s risk mitigation related policies, applicable laws and regulations, and ongoing updates to these policies and laws.
  • Work with subordinate staff to create and implement annual career development, work objectives, and training plans.
  • Take the lead role in the creation and delivery of global financial analysis training modules that incorporate Agency and US government policies and regulations, new technologies that are being used or will be used by the Agency and best business practices. These training modules are taught locally, regionally, and globally.
  • Conducts formal and informal training sessions on topics and concepts related to the financial analysis function for the Mission.
  • Approve FAs’ leave plans, timesheets, and travel requests, ensure adequate office coverage.
  • Serve as the Acting Chief Accountant, Acting Deputy Controller, or Controller when business needs require it.

Audit Management: 10%

  • Advise OFM leadership in carrying out an adequate audit management program.
  • Review and approve scopes of work and advise on the selection of audit firms for both recipients and agency contracted audits.
  • Lead the financial analysis team, OAA, and the technical teams in addressing RIG’s audit recommendations from response to M/CFO closure.
  • Ensure that OFM remains compliant with TRACS submissions.

Project Accounting: 10%

  • Conduct independent special analysis, including sensitive or privileged information, identifying potential favorable or unfavorable trends, indications, or irregularities, bringing them to the attention of the Controller.
  • Oversee the systems and procedures to ensure the Financial Analysis team is creating high quality, timely Mission-wide and project specific reports that include pipeline reporting, expenditure rate, accruals analyses, office-related budgets, financial accounting and reporting aspects of project design and implementation documents.
  • Guide technical teams in drafting portfolio review and quarterly financial review documents.
  • Supervisory Relationship: Works under the direct supervision of the Controller with the guidance of the Deputy Controller.
  • Supervisory Controls: Supervises, assigns work, and provides guidance and training, to a team of six Financial Analysts.

Qualifications and Evaluations

Education Requirements:

  • Minimum of Master’s Degree in Accounting, Finance or Business Administration or other related Financial field is required. In addition, a professional certification, (e.g., CPA or ACCA) is required.

  • A Minimum of seven years of financial management experience in the areas of financial analysis, budgeting, and auditing is required.
  • A minimum of three years of supervisory, team lead, or commensurate experience is required.

Job Knowledge:

  • Expert knowledge of professional accounting principles, theories, practices, and terminology; as well as the principles and accepted practices of the government of Nigeria’s and business institutions with regards to financing, accounting, budgeting, and reporting are required.
  • A thorough knowledge of the laws, regulations and procedures associated with US Government and/or USAlD financial management, including financing methods and cash management requirements of program activities is required.
